Dr. Botchkarev is a public service practitioner, consultant and researcher with contributions to simulation, implementation and evaluation of complex systems in information management and aerospace. He has multi-year experience in operations research, data and information systems development, management and quantitative evaluation, leadership, project management, systems analysis, modelling and simulation, business processes analysis, requirements analysis and relationship building.

As a Senior Information Management Advisor at the Ontario Ministry of Health and Long-Term Care (MOHLTC), he leads large and complex projects for the design, development, implementation and maintenance of information and data management applications, and related standards, models, processes and tools. Provides expert opinions and recommendations to senior management on the MOHLTC strategic direction and policies related to data and information management, datasets and information systems development, management and quantitative evaluation.

In the course of his career, Alexei worked as an employee or consultant in multiple industries (aerospace, information technologies, advanced materials, healthcare, education and training) and in various capacities (program/project manager, product manager, marketing manager, research analyst) in Canada, US, Europe, and Asia. He has more than 20 years of successful career in the aerospace R&D and manufacturing environment with expertise in managing/coordinating R&D projects. Alexei has solid background in the quantitative and qualitative research methodologies, and simulation modelling of complex processes and systems. He has experience in coordinating complex avionics integration programs in commercial aviation industry. 7 years of patent research and coordinating intellectual property issues. 9 years in the education and training industry in Toronto.

Dr. Botchkarev is active with IEEE and several other professional organizations.
